Missions
The CNRS is recruiting a European Project Manager (m/f/d) for a part-time (50%) position for a 4-year term to carry out the implementation and monitoring of the collaborative project STAY2ME. The European Project Manager will provide daily support to the scientific coordinator (Inka Manek-Hönninger) in managing the consortium and implementing the project. They will work closely with the coordinator, the leader of the communication and dissemination work package based in Germany, and the project monitoring and justification team from CELIA and the CNRS Partnership and Technology Transfer Office.
Activités
Principal activities
- Support for the coordination of the STAY2ME project
- Assistance with the implementation and monitoring of the work plan
- Monitoring the production of deliverables and participating in the drafting of technical reports and non-scientific deliverables
- Ensuring the administrative and financial monitoring of the project
- Development and implementation of the management tools necessary for project management
- Facilitating the consortium and communication between project partners (methodological guide to procedures, website with collaborative workspace, etc.)
- Serving as the liaison between the European Commission and the Consortium
Legal and administrative management
- Respond to partner inquiries regarding the administrative aspects of the project and monitor compliance with European Commission (EC) rules and administrative procedures.
- Ensure adherence to the obligations outlined in the grant agreement and the consortium agreement.
- Track and update contractual documents in conjunction with the CNRS Aquitaine Regional Delegation.
Financial management
- Monitor expenditures (allocation of funds, budget updates and tracking).
- Coordinate the consolidation and submission of financial reports in conjunction with the CELIA services, the CNRS Aquitaine Regional Delegation and partner organizations, within the deadlines set by the European Commission.
- Ensure that all supporting documents are prepared and stored by the entire consortium (including the CNRS) in anticipation of audits.
- For the CNRS, forward all properly prepared supporting documents to the CELIA finance department, which will retain them in accordance with regulations and in anticipation of potential audits.
Communication
- Organize and prepare network meetings and events (logistics, agenda, follow-up on discussions and decisions)
- Assist the WP leader for communication and dissemination localized in Germany with the implementation of internal and external communication activities, including updating the project website and the Plan for exploitation and dissemination of project results (PEDR)
- Participate in the implementation, monitoring, and execution of the Data Management Plan
Compétences
- Degree: Bachelor's +3 to Master's +5
- Fluency in written and spoken French and English (B2/C1 level)
- Knowledge of EU management rules within the framework of Horizon Europe research programs is a plus.
- Strong knowledge of financial and administrative monitoring.
- Proficiency in project management tools.
Required qualities

Contexte de travail
The STAY2ME project, coordinated by the CELIA Laboratory (UMR5107 CNRS/University of Bordeaux/CEA), is a collaboration between industry and academia, funded by the European Union (€3 million) under its HORIZON-EIC Pathfinder Open program.
Five European partners (including three private companies) representing four European countries are involved in this project, which aims to understand and control the interaction of lasers with silicon, enabling a fundamentally new laser processing of silicon. The consortium anticipates the widespread adoption of this technology in semiconductor manufacturing, leading to the creation of more compact, higher-performance, and more energy-efficient electronic and photonic devices. The project will run for four years, starting April 1, 2026.
