Job Description

Missions

The CNRS/IN2P3/LAPP laboratory offers a position for a Socio-Economic Studies and Policy Officer (M/F) in the framework of the Future Circular Collider study and the associated iRIS Horizon Europea project, both coordinated by CERN in which CNRS participates. The aim of this international study is the design of a next generation particle collider infrastructure that balances scientific performance, territorial requirements and identified constraints (such as cost, sustainability, operational efficiency and minimisation of energy/environmental impact).
The candidate will report to the laboratory management, cooperate with the LAPP's FCC scientific research team, work closely with CERN and its international collaboration partners leading a study of the economic model, innovation and socio-economic impact of the realisation of the Future Circular Collider.

Activity

Implementing the recommendation of the French host state, the FCC study engages dedicated regional socio-economic impact analysis and planning for regional synergy developments.
- To analyse, write reports of the local benefit potentials in the vicinity of the surface sites is needed as a basis to analyse and quantify further impact pathways such as for instance:
• Training opportunities (e.g. apprenticeships, continuous professional training).
• Opportunities for companies for construction and operation including materials supply.
• Excavated materials reuse.
• Regional touristic and cultural offers.
• Housing and proximity services during construction and operation.
• Public or pooled transport.
• Use of treated water for agricultural and industrial applications.
• Waste heat re-use.

- The work requires procurement of and engagement with domain-specific consultancy companies, engagement with local and regional stakeholders ranging from elected
representatives of the population over associations to institutional stakeholders.
It is understood that the delivery of results depends also on external constraints that are not under the control of the collaboration partner (e.g. availability of working groups with municipalities and representatives of the authorities, constraints imposed by national elections and the public concertation processes in France and Switzerland).

Your Profil

Skills

- Master's degree in management, administration, economics, territorial development or political science.
- Knowledge of the European Union's regional development and innovation policies and CERN's institutional framework, attested by university exams, previous professional experience or postgraduate courses, would be an asset.
- Previous professional experience in other research centres and/or international organisations or as a socio-economic researcher or similar would be highly appreciated.
- Ability to prepare and write reports and present summary data in English and French.
- Ability to communicate diplomatically, editorially and orally.
- Good analytical, synthesis and interpretation skills.
- Ability to integrate the activity and be a driving force in an international team and in a matrix organisation.
- Good interpersonal skills, organisational skills and a taste for teamwork.
- Demonstrate rigour, reliability and concern for success.
- Ability to manage work autonomously, to take initiatives and to adapt quickly to changing projects and tasks.
- Fluency in French (mother tongue or C2) and English (C1 or C2), preferably attested by a language certificate.
- Excellent knowledge of MS Office tools (Word, Excel, PowerPoint)
- Basic knowledge or experience in one or more of the fields of science and engineering would be an asset.

Your Work Environment

The CNRS/IN2P3/LAPP laboratory offers a position for a Socio-Economic Studies and Policy Officer in the framework of the Future Circular Collider study and the associated iRIS Horizon Europea project, both coordinated by CERN in which CNRS participates.
The candidate will be tasked with supporting the socio-economic impact studies in the frame of the iRIS Horizon Europe co-funded project coordinated by CERN conducting a project study with a focus on the territorial socio-economic potentials in France, in the field of regional development, industrial policy, research and innovation policy and the evaluation of public policies and investment projects.
The successful candidate will be located at the CERN headquarters.

LAPP is a laboratory of the National Institute of Particle and Nuclear Physics (IN2P3), an institute of the Centre National de la Recherche Scientifique (CNRS) which coordinates programmes in these fields. The LAPP is a joint research unit (UMR 5814) of the CNRS and the University Savoie Mont-Blanc (USMB). More than 150 researchers, teacher-researchers, engineers, technicians, administrative staff, students and foreign visitors work there. The research carried out at the LAPP is aimed at studying the physics of elementary particles and their fundamental interactions, as well as exploring their links with the large structures of the Universe. The work of the LAPP teams aims, among other things, to understand the origin of the mass of particles, to unravel the mystery of dark matter and to determine what happened to the antimatter present in our universe at the time of the Big Bang.
