Job Description
Missions
Climate change has varying impacts depending on local contexts, based on hazards, vulnerability, and the adaptive capacity of regions. Small islands like Réunion are particularly vulnerable due to their isolation and limited resources. To address this, the Réunion Region is pursuing several initiatives, including the creation of GREC-Réunion (Regional Climate Expertise Group), the revision of the SAR (Regional Development Plan), and participation in the CLIMAAX project (https://www.climaax.eu/). The CNRS is also strengthening its commitment to France's overseas territories through a project supported by the DGOM that aims to synthesize knowledge for climate adaptation. The CNRS and the Réunion Region are collaborating to recruit a research engineer to implement this research-action strategy in Réunion. The engineer (M/F) will actively contribute to: • At GREC-Réunion: the implementation, coordination, and monitoring of the scientific action program, • To the consolidation and further analysis of the territory's vulnerability to climate change, • To the development, implementation, monitoring, and coordination of the scientific component of the regional climate change adaptation strategy in collaboration with teams from the Réunion Region
Activity
1) Support for the scientific implementation of GREC-Réunion: • Support the coordination and facilitation of the network of scientific, technical, and operational stakeholders involved in GREC-Réunion • Contribute to defining and implementing GREC-Réunion's action-research program and its operating procedures; • Draft scientific projects that build on the GREC-Réunion program and ensure their effective implementation with partners. • Contribute to the preparation and facilitation of GREC-Réunion's thematic working groups • 2) Contribute to the planning of a resource center for adaptation affiliated with GREC-Réunion: • Compile and analyze scientific data and knowledge (climate, impacts, vulnerabilities) relevant to the development of vulnerability and adaptation indicators; • Contribute to the co-development of vulnerability and adaptation indicators in collaboration with local stakeholders • Identify, analyze, and evaluate potential adaptation solutions and pathways for the region • Translate scientific findings into proposals and recommendations for public adaptation policies (SAR, EPCI, national government).
• Contribute to the regional implementation of the SAR's climate change adaptation strategy based on the strategic guidelines for climate change adaptation defined in the SAR currently under review; • Draft summary notes and decision-support documents for public stakeholders 3) Coordination and Monitoring: • Organize and facilitate multi-stakeholder consultation and outreach initiatives (workshops, working groups, seminars) • Conduct operational monitoring of activities: planning, reporting, deliverables • Help coordinate the scientific stakeholders of GREC Réunion • Conduct active monitoring (scientific, regulatory, calls for research or innovation projects related to adaptation, etc.) • Facilitate cross-functional collaboration and internal and external coordination on adaptation issues, in particular ensuring effective ownership and coordination with EPCIs; • Participate in communication and outreach efforts to promote GREC's work.
Your Profil
Skills
Skills / Knowledge: • Education: Minimum 8 years of higher education (Ph.D.) in a relevant field (Environmental Sciences, Climatology, Geography, Land Use Planning, Risk Management, Ecology, etc.) with a strong focus on climate change and/or adaptation. • Experience: Experience is preferred in: ◦ applied action research on climate change, its impacts, and adaptation, particularly from the perspectives of political science, humanities and social sciences, regional planning, and urban planning; ◦ engineering and project management; • Knowledge of the Réunion context, local governments, and the legal and regulatory framework for environmental policies would be appreciated. Skills: • Solid scientific knowledge of climate change (mechanisms, impacts, vulnerability, adaptation). • Knowledge of how local governments and their affiliated agencies operate (public finance, public procurement procedures) and of public policies, particularly those related to the ecological transition (land use planning, economic policy, resource protection) and the civil service. ◦ Proficiency in GIS tools and database analysis. ◦ Ability to analyze, synthesize, and write. ◦ Proficiency in office software. • Project management and meeting facilitation skills. • Experience facilitating multi-stakeholder consultation initiatives and participatory processes; • Ability to work in multi-level governance environments (national government, local governments, research institutions, agencies); • Ability to produce summary documents and decision-support materials (memos, briefs, reports); • Ability to explain scientific findings in layman's terms to audiences not specialized in climate science. Interpersonal Skills • Scientific and methodological rigor. • Independence and strong organizational skills. • Ability to work in a team and across disciplines. • Excellent interpersonal and communication skills (written and oral). • Ability to listen and engage in dialogue with a variety of stakeholders (elected officials, scientists, civil society). • Intellectual curiosity and a willingness to learn. • Ability to foster group dynamics and facilitate collaboration among stakeholders with differing interests
Your Work Environment
The position is based at OSU-Réunion (University of Réunion, CS 92003, 15 Av. René Cassin, Saint-Denis Cedex 9 97400, Réunion). Regular activities will take place at the Réunion Region site. Staff must comply with the internal regulations, all general and specific health and safety rules in effect at the host site, as well as any instructions provided by the host organization.
